Senate hangs U.N. funds
on ILGA's NAMBLA ties
Washington-U.S. contributions to the United Nations would be slashed sharply unless it cuts its ties with organizations that condone pedophilia, the Senate voted January 26. In an amendment to the State Department authorization bill, the Senate voted 99-0 to reduce U.S. contributions for international organizations by $119 million in each of the fiscal years 1994 and 1995 unless the president certifies the U.N. has cut off links with such groups.
Sen. Jesse Helms, R-N.C., submitted the amendment, citing a decision by the U.N. Economic and Social Council to grant consultative status to the Brussels-based International Lesbian and Gay Association.
Helms noted that one member of the association is the "notorious" North American Man Boy Love Association.
The United States joined 21 other nations
last summer in voting to give consultative status to the International Lesbian and Gay Association. Four nations voted against it and 17 abstained.
ILGA leaders note that NAMBLA joined the organization at a time when memebership rules were broad and it was dominated by Western European anti-establishment organizations.
ILGA has since changed its views on NAMBLA. Leaders voted last November to begin the process of removing NAMBLA as a member of ILGA. But under ILGA's constitution, members may only be removed at ILGA's annual international conference, to be held in June in New York. U.N. officials have said that they will wait until then before taking any action on ILGA's status.
The House passed its version of the bill last summer. ✓

medical expenses. Clemson downplays her efforts, saying, “I know Helen would help someone else if they needed the help. She's that kind of person." Clemson ducks across to another table, working the crowd with her raffle tickets. "You want to know what kind of person Helen is? That first year she played I had this first aid kit, and by the end of the season Hervey had gone through everything, bandages, tape, gauze, first-aid cream. She's that kind of player. Tough."
Clemson also tells me that she's had a lot of help with the event. "Really, I've got to say how much Cheri has done and how wonderful Patti and Connie have been. It was so great of them to let us do this."
It would be tough to miss Cheri Smith, emcee for the evening. With microphone in hand, she kept the lively crowd roaring for
team, checking their raffle tickets every five minutes and reminding everyone, "Okay, let's remember what we're here for and who we're here for." Smith didn't know Hervey from years back, but she saw the need to get involved. "I read about Helen in the Chronicle," says Smith, waiting for the egg timer to go off, signaling another round of raffle numbers. "So we organized this raffle. We've had a lot of donations from customers who come to the Nickle. We've had prizes donated by people who work for Pepsi, Coors, and Busch. Shearer's Hair Salon in Parma donated hair cuts. I've got to say that everyone's been great." Takach says that the numerous televisions were donated by Rich Purgert at Karaoke To Go. "Rich was really nice. He came and asked us did we want these TVs and he set everything up himself." Ding! goes the egg timer and Smith is off with another winning number and a nudge to the winner, "Don't forget, donations are welcome," her moneystuffed pitcher in hand.
Beyond the fact that she's in a wheelchair now, her friends will tell you that there's little else about Hervey that has changed. The energy and drive that motivated her to build a log cabin from trees she felled herself, on a plot of land far from her closest neighbors, is still evident, undiminished by her injury. She's filled with en-

ergy, clearly obvious as she does 360s in her chair, talking to me as she spins around. "I'm staying in Shaker at least until the weather breaks. I'm dying to get back to West Virginia though. I like living in the woods in the middle of nowhere." Hervey says she always wanted to be a hillbilly and build her own log cabin. "Well, it was something I wanted to do for the longest time. So I just went out and did it. I think experience is the best teacher."
With her long braids and ready grin, Hervey could easily be that girl next door you were always scrapping with. Her athletic abilities make me think she was probably the kid who was always chosen first when everyone divided up for teams. She once biked back and forth between West Virginia and Cleveland with a friend, a stunt that would have been better "if we had been able to stay in a hotel instead of camping out at night. We didn't have a rest van following behind us," she laughs. She still continues to explore her sports interests. "Right now I'm working towards getting my scuba certification," rocking back and forth, impressing me with her casualness. "I've got just a few more classes. But what I'd really like to get, in addition to a 4x4you really need a 4x4 to live in the mountains is a handcycle. A handcycle would be great." Hervey's matter-of-fact attitude leaves little doubt that she'll be cycling through West Virginia mountain roads as soon as the snow clears.
Though the evening ended with a loss for the home team, and the spirit of the crowd died a little as hopes for a Buffalo win began to recede, it was still a big evening in the history of the 5¢. "It was one of our biggest nights of the year," says Harris. "We raised more than $500 for Helen. It makes us feel great that we can do something like this for the community. It's a way of giving something back."
